City to Rename Howe Street to Rainbow Street

Mayor Matt Ginn proposed to rename Howe Street to Rainbow Street, to honor the late George "Rainbow" Bevins. Bevins, who pased away last week, was a former employee of the Vanceburg Electric Plant Board and a well-liked citizen in town.
